Scenario comparison

Each row is a saved scenario with its own parameters. Click a row to open it; “Copy” creates a variant of the active scenario. Scenarios are saved in this browser.

Cost of sovereignty

Both scenarios are optimized automatically with the same parameters (budget, target time, mission count); each picks the dock system with the best coverage. The mixed scenario is not allowed under the tender rules (manufacturer in EU/EEA/CH) and serves only as a benchmark.

Fleet & costs

Cost sharing between agencies

Model: Morpheus finances and operates the network; the agencies pay a base fee for availability (60 %) and a per-mission price for actual use (40 %). Shares are assumptions and can be replaced with real mission data.

Mission profiles

Method & assumptions

  • Demand: honeycomb of hexagons (0.36 km² each, same as a 600 m square) over 62 statistical districts, 2023 residents spread evenly within each district; extra weight for hotspots (stadium, central station, Westfalenhallen, port, airport, Phoenix-See, TU, Westfalenpark).
  • Candidates: all fire and rescue stations, volunteer fire brigades and police stations from open data, with power, access control and staff on site.
  • Coverage: a cell counts as covered when launch time + flight time (straight line × 1.15 detour factor) ≤ target time and distance ≤ the system's operating radius.
  • System choice: auto mode only picks hover-capable multicopter docks (first response needs minutes of hovering on scene); VTOL can be chosen manually.
  • Optimization: maximal covering model with backup coverage (Σ weight × [1st station + β × 2nd station]) under budget; greedy by gain per euro, then a swap heuristic (1-swap).
  • Fleet size: missions go to the fastest station; docks per site follow Erlang-B so that in the peak hour at most the set rejection rate (default 10 %) overflows to the redundant neighbour.
  • Minimum spacing: by default two stations must be ≥ 1 km apart; closer sites share power, weather and access and would not give real redundancy.
  • Control centre: 1 remote pilot supervises up to 3 automated flights; a 24/7 seat = 5.5 FTE.
  • Airspace: airport vicinity and control zone (CTR) are schematic; check the real geozones on dipul.de. Sites near the airport only with DFS coordination.
  • Prices and performance data are estimates from manufacturer data and market research; verify before any tender.
